Roughly half of groups discussed this. Every group that discussed this proposal was opposed to it. 

Groups named concerns about the process by which this proposal came to the General Council, because Horseshoe Falls Regional Council had originally chosen not to forward this proposal to the General Council. 

Groups also named concerns about the substance of the proposal, not supporting the idea of further congregationalism, making it simpler for congregations to abandon the United Church, and allowing congregations to take United Church assets out of the denomination. Groups also named concerns that this could prevent the commitments to reconciliation through the reparation of asset sales to the Indigenous church. 

Therefore, the Way Forward Team proposes: 

That, in response to COM03 Autonomy of Communities of Faith and Their Assets, the 45th General Council, 2025 take no further action on COM03 Autonomy of Communities of Faith and Their Assets
