GC45 WF26: GCE01 – Review of the Roles of the Moderator and General Secretary for Summer 2025 was carried at the last General Council meeting in August. A task group reviewed the roles of the Moderator and the General Secretary and produced a report with several recommendations.
As a result of the changes from GC45 WF26: GCE01 – Review of the Roles of the Moderator and General Secretary for Summer 2025, section D.5.3.4 General Council Office has been removed. Its responsibilities will now be assumed by the General Secretary.
We are being called to modify the timeline of one portion of the approved Total Compensation Review Proposal from the 45th General Council.
I am grateful for the privilege of serving as Acting General Secretary during General Secretary Michael Blair’s sabbatical. It has given me the opportunity to immerse myself more fully in the work of the denomination. It has also allowed me to represent the church on a few occasions— at an online event hosted by the President of the Canadian Council of Churches, at our open house with the Presbyterian Church in Canada, and, most recently, at the funeral of former Moderator, the Very Rev. Dr. Bruce McLeod.
Currently, section A.6.2 calls for draft minutes to be posted. In practice, most councils post minutes only after approval. Draft minutes are often prepared shortly before approval and posting them twice adds to administrative work without clear benefit. A review of regional council and community of faith websites indicates that this is the common practice. It is therefore proposed to revise the wording to reflect current practice and streamline processes, ensuring timely posting while reducing unnecessary administrative steps

The National and regional archives play an important part for the life and call of The United Church of Canada. As the need grows for the services of the archives, it is increasingly important to establish strong and consistent policies to guide what materials are acquired, how access to records is maintained and how to ensure sustainability.
The strategic objectives―Justice, Leadership, Common Good, Climate, and Indigenous Pathways―show strong intersections among them, and collectively contribute to the overarching strategic priority on Growth. The report identifies each objective and offers a narrative and numerical summary of overall progress, as well as giving more detailed information as to how each activity in this objective has fared in this quarter. Please note that the numbers reflect progress not to the ultimate three-year goal, but to the planned key results for this quarter.
A consent agenda is a tool to help the Executive focus on what is most important. Proposals which are routine or non-controversial actions or routine changes in policy or procedure are included in the consent agenda.
