GC45 WF21: YCOM02 Racial Equity Fund

Half of discussion groups discussed this proposal. 

Of those, some groups affirmed proceeding as outlined, some groups affirmed the principle but felt further clarification, analysis, and refinement were required, and some groups were opposed to taking action. Most groups who discussed the proposal suggested proceeding with the intent but exploring an alternative way forward. 

Therefore, the Way Forward Team proposes: 

That, in response to YCOM02 Racial Equity Fund, the 45th General Council, 2025: 

• Direct the General Secretary to explore, in consultation with young people and other appropriate communities, the creation of a racial equity fund, including establishing what terms of reference and funding sources would be appropriate, and to report back to the 46th General Council, and
• Refer YCOM02 and discussion notes to the General Secretary for use in consultation
