GC45 GS06 Amendment to Section C.2.14 for Summer 2025

Origin: General Secretary, General Council

1. What is the issue? Why is it important?

While the Manual states that regional councils can assess and recognize ministries that are not traditional communities of faith, it does not provide a definition. This proposal aims to define such ministries.

2. How might the General Council respond to the issue?

The General Secretary recommends adding the following definition, highlighted in red, to section C.2.14.

C.2.14 Regionally Recognized Ministries

A regionally recognized ministry is a ministry that offers expressions of ministry through education, service, pastoral care, word or sacrament in communities and contexts not designated as communities of faith.

The Regional Council is responsible for:

  1. Assessing and recognizing other ministries; and
  2. Determining how to support ministry personnel serving in such recognized ministries.

FYI:  An assessment tool is offered by the General Council to regional councils to help in their work in evaluating whether or not a ministry could be recognized by the regional council.
