In this report I seek to provide a high-level overview of the work of the General Council Office as well as providing some insights on the broader life of the church from my perspective as the General Secretary.
In 2022 the Executive of the General Council adopted the strategic operational plan for the work of the General Council Office. One of the six objectives was Strengthening Invitation: Humility and Confidence in Sharing Faith. The objective’s goal was to help to implement effective and connected regional and national strategies that result in growth within existing ministries, and by seeding and sustaining new ministries and communities of faith.
Many United Church people are concerned about what is happening under Israel’s military occupation of Palestine. Yet they take no action over fear that they will be or be accused of being antisemitic.
The Theology and Inter-Church Inter-Faith Committee met twice in person throughout the triennium and periodically online, with smaller working groups meeting more frequently. For the first two years of this triennium (2022-2025), TICIF focused primarily on theological work assigned by General Council, developing principles for the United Church’s justice work.

What an honour it has been to serve The United Church of Canada as Moderator over the past three years. And what a Deep, Bold, and Daring time it has been. As we prepare to gather in Calgary and across the country to discern the work of the 45th General Council and elect our 45th Moderator, my prayers will be with the church that we might be faithful disciples in that work. This won’t be a play by play accounting of my activities – but a faithful reflection of what I’ve heard and learned along the way in my journey as your 44th Moderator.
The Indigenous Church has been on a journey that has been full of incredible moments of growth, renewal, and challenges. Our journey has been full of a deep and profound commitment to who we are as Indigenous people within the United Church of Canada. Through this time of growth and renewal, the Elders of the Indigenous Church have journeyed alongside the staff of Indigenous Ministries and Justice (IMJ) so that we can continue serving our communities and determine a path forward.
The offices of Moderator and General Secretary are the two most senior offices in The United Church of Canada. In September 2022, the Executive of the General Council established a task group to examine the church’s needs in relation to the role of the office of Moderator, the responsibilities of the Moderator, and the opportunity a Moderator has to pursue themes and initiatives (The Manual D.4.1.6).
The 44th General Council asked that a principles-based approach to the United Church’s justice work be developed. A set of principles would govern the church’s responses to historic, current, and emerging social justice issues and enable timely and contextual responses.
