GC45 WF09: ECO02 Reviewing M&P Committee’s Role and Function for Summer 2025 and FSLDW02 Modernizing Human Resources Models within the United Church of Canada for Summer 2025

Many groups considered the following proposals together: ECO02 – Reviewing M&P Committee’s Role and Function for Summer 2025 and FSLDW02 – Modernizing Human Resources Models with the United Church of Canada for Summer 2025, and therefore the Way Forward Team is proposing to address them together. 

Groups noted the importance of training for ministry and personnel committees and standardized HR practices. 

There were concerns about practicality of moving the oversight of ministry personnel to regional staff. 

Groups affirmed the need for strong and healthy pastoral relationships and the value of having strong human resources functions and processes to support these objectives. 

There was strong support for undertaking further research into models of human resources oversight and functioning that are currently undertaken by ministry and personnel committees that might better support the church moving forward.   

Therefore, the Way Forward Team proposes: 

That, in response ECO02 Reviewing M&P Committee’s Role and Function for Summer 2025 and FSLDW02 Modernizing Human Resources Models within the United Church of Canada the 45th General Council, 2025: 

• direct the General Secretary undertake a review of ministry and personnel committee roles and function and undertake further research into models of human resources oversight and functioning (currently undertaken by ministry and personnel committees) which might better support the church in the future, and to bring those findings and recommendations back to General Council 46 for consideration, and
• direct the General Secretary explore training options for ministry and personnel committees, and 

• authorize Regional Councils to experiment with alternatives to the current ministry and personnel committee models that address concerns and provide possible pathways for moving forward, and, 

• Take no further action on ECO02 – Reviewing M&P Committee’s Role and Function for Summer 2025 and FSLDW02 – Modernizing Human Resources Models within the United Church of Canada
