GC45 WF26: GCE01 Review the Roles of the Moderator and General Secretary for Summer 2025

All discussion groups discussed the proposal. 

Three groups were completely opposed to the proposal. 

While in favour of the proposal overall, a number of groups were opposed to adopting and implementing some of the recommendations of the report. In particular, some groups had questions and concerns about the language of speaking to and speaking for the church with regards to the roles of the Moderator and General Secretary. A number of groups had concerns about the single accountability committee for both roles, worrying about workload or role clarity. 

As we live into these recommendations, there may be refinements that can be brought to future General Councils, including before the next 10 year review in or around 2035. 

That, GCE01 Review the Roles of the Moderator and General Secretary, in response to  the 45th General Council, 2025, 

  1. receive the final report of the Task Group to Review of the Roles of Moderator and General Secretary and its appendices,
  2. other than recommendation 9, adopt and implement the recommendations of the report,
  3. refer recommendation 9 to the General Council Executive for further analysis to report back to the General Council in 2026
  4. direct the Manual Committee to revise the bylaws consistent with these recommendations.
