GC45 GCE45 GS43 General Secretary – Authorization to Sign Acte de reconnaissance – Aylmer United Church Property for February 2026 1. What is the issue?Aylmer United Church in Aylmer, Quebec disbanded several years ago. This property is located in the area of The Eastern Ontario Outaouais Regional Council which, has decided to transfer the property into the Eastern Ontario Outaouais Regional pending a future decision regarding its use. In the meantime, the property is expected to earn income from leases of space in the property. This is one of the properties being used by the Region as collateral for other development opportunities.Our usual practice is to transfer title to The United Church of Canada, which then enters into a nominee agreement in favour of the Regional Council, with the property ultimately held by The United Church of Canada for the Regional Trust pursuant to an amended and restated nominee agreement.Under Quebec law, a notary cannot complete the transfer unless each party demonstrates proper authority to sign. The Regional Council has completed the necessary steps on its end. The remaining requirement is for The United Church of Canada to pass a motion authorizing the execution of the attached Acte de reconnaissance. 2. Why is the issue important?The Acte de reconnaissance confirms the authority of The United Church of Canada to proceed with the transfer and enables the notary to complete the transaction.3. How might the Executive of the General Council respond to this issue? That the General Council Executive authorize the appropriate signing officers to execute the attached Acte de reconnaissance to permit the transfer of the former Aylmer United Church property to The United Church of Canada to hold it for the Eastern Ontario Outaouais Regional Trust, and to execute and deliver the other documents needed to accomplish the transfer. 4.
