Discussion groups generally wanted to ensure that any process that is put in place has a clear path for resolving questions about cost of living group assignmenthas a mechanism to include regional or local input into determining cost of living categories These mechanisms and authority already exist at the Regional Council level. The General Council establishes a minimum cost of living assignment for a community of faith; a Regional Council can set a higher level based on contextual knowledge.
