The offices of Moderator and General Secretary are the two most senior offices in The United Church of Canada. In September 2022, the Executive of the General Council established a task group to examine the church’s needs in relation to the role of the office of Moderator, the responsibilities of the Moderator, and the opportunity a Moderator has to pursue themes and initiatives (The Manual D.4.1.6).
We are the most easterly region of The United Church of Canada. The name First Dawn references the place where the sun rises first, and of course, Eastern Edge references this region as being the province with the longest shoreline in Canada, strutting out into the North Atlantic. We see ourselves as being the Eastern Edge.
The EOORC logo symbolizes the natural beauty in EOORC. The maple tree, and green landscape of forests and fields that run through the entire area of Eastern Ontario and Outaouais are symbolic of the ever-growing love of God for all people which EOORC holds dear. In the three main rivers (St. Lawrence, Ottawa and Rideau), and countless other lakes, rivers and streams we feel the Spirit flowing through us to a troubled world. The golden cross represents the sun, a guiding light for EOORC members as we go out, and, with the Light of Christ, we do not go alone.
We have witnessed in real time genocide against the people of Gaza - an atrocity that has challenged our morality, ethics and ultimately our theology. As we have watched this horror unfold, many have come to realize that the international rules-based order as well as many theological understandings that emerged after World War II now lay in ruin under the rubble of Gaza.

The Executive of the General Council initiated a review of the Offices of Moderator and General Secretary. A final report is submitted to this meeting. Following are proposals arising from the work of the task group.
In the development, adoption and implementation of the Strategic Plan (2021) with its Call and Vision and strategic operation plan, the Executive of the General Council was committed to seeking to reverse the narrative of decline that is so prevalent in the life of the church. There is no doubt that church has lived experience of decline, and the data supports this. The Executive Leaders have committed to foster a climate of data informed decision making and to lead from the future.
In 2022 the Executive of the General Council adopted the strategic operational plan for the work of the General Council Office. One of the six objectives was Strengthening Invitation: Humility and Confidence in Sharing Faith. The objective’s goal was to help to implement effective and connected regional and national strategies that result in growth within existing ministries, and by seeding and sustaining new ministries and communities of faith.
